TWO CREDIT CERTIFICATE COURSE On INTERNATIONAL HUMANITARIAN LAW JANUARY – MAY 2023

The Rajiv Gandhi National University of Law (RGNUL), Punjab, was established by the State Legislature of Punjab by passing the Rajiv Gandhi National University of Law, Punjab Act, 2006 (Punjab Act No. 12 of 2006). The Act incorporated a University of Law of national stature in Punjab, to fulfil the need for a Centre of Excellence in legal education in the modern era of globalization and liberalization. Recently the University has earned a coveted status of being one of the top-ranking law teaching institutions in the Country. Over 1000 students acquire state of art legal education in a well-furnished and fully developed residential campus which boasts of all necessary infrastructural and manpower facilities for the all-round growth of the students. RGNUL is currently emphasizing on research, training, and consultancy in various areas of contemporary interest. It envisages to be a research-intensive university in the times to come.
ABOUT THE CERTIFICATE COURSE
International humanitarian law is a set of rules which seek, for humanitarian reasons, to limit the effects of the armed conflict. It protects persons who are not or are no longer participating in the hostilities and restricts the means and methods of warfare. International humanitarian law is also known as the law of war or the law of armed conflict. International humanitarian law is part of international law, which is the body of rules governing relations between States. International law is contained in agreements between States – treaties or conventions – in customary rules, which consist of State practices considered by them as legally binding, and in general principles. International humanitarian law applies to armed conflicts. It does not regulate whether a State may use force; this is governed by an important, but distinct, part of international law set out in the United Nations Charter.
The subject of International Humanitarian Law has assumed immense significance in India during the last decade or so and it is offering newer avenues for the law graduates in the Twenty First Century. Therefore, to ensure its recognition, compliance and to promote its development; it is essential to include International Humanitarian Law as a subject at an academic level. At the same time, it is the need of the hour to create awareness and interest among the students so that they can choose International Humanitarian Law for their future research. Centre for Advanced Studies in International Humanitarian Law (CASH) established at Rajiv Gandhi 2 National University of Law, Punjab at Patiala has launched this two Credit Certificate Course to sensitize students, academicians and practitioners regarding the ethos and binding principles of International Humanitarian Law.
ABOUT THE CENTRE FOR ADVANCED STUDY IN INTERNATIONAL HUMANITARIAN LAW (CASH)
The Centre for Advanced Studies in International Humanitarian Law (CASH) is one of Rajiv Gandhi National University of Law, Punjab’s flagship Centre. The Centre aims to further its objective of bridging the gap between theory and practice of humanitarian law. It is established to promote comparative research and discussion in the field of international humanitarian law. It focuses on analyzing current policy approaches on various areas of international humanitarian laws. It plans to streamline the process of learning through academic courses, programs, and publications. The Centre follows a multi-disciplinary approach for identifying problems in the field of international humanitarian law and endeavors to engage in dialogue to facilitate changes in it.
OBJECTIVES OF THE COURSE
The Course has been initiated with the following objectives:
- To sensitize learners with the nuances of IHL in the present day and age;
- To create awareness about the restrictions on the means and methods of warfare etc;
- To provide thorough understanding of the legal and regulatory framework of International Humanitarian Law;
- To acquaint learners with the contemporary developments in the field of IHL;
- To develop the analytical and critical thinking skills of the learners in the field of IHL.


TEACHING PEDAGOGY
The course will be taught by experts in the area of International Humanitarian Law. Together with the lecture method, case study and collaborative method would also be adopted to analyze the issues surrounding the various aspects of legal and regulatory framework of Organizations and IHL. The Modules of IHL includes both practical as well as theoretical approach. The case study shall be explained to make students understand about the IHL course. The focus shall be to make students aware and understand that how the laws of the war can be used in practice during the Armed Conflict. It shall be explained with live cases. The Role of UN nations shall also be explained in detail by the expert.
Note: – All the lectures scheduled will be held only on Saturday and Sundays from January to May, 2023. After successful registration and payment of the fees, students will be apprised of the schedule of lectures. The mode of lecture shall be in both online and offline mode (only for RGNUL students).
EVALUATION OF THE COURSE
Evaluation/Grading is based on student performance in assessment tasks/activities and regular attendance. Students are expected to read and comment on the assigned reading material. Students are also expected to demonstrate a capacity to integrate arguments/views drawn from the class lectures with the readings. Participants shall be required to attend minimum of 75% sessions to sessions to be eligible for an Exam that may be conducted as part of the evaluation for the course. The Exam shall consist of practical questions, case studies and MCQs. Each participant must secure 55% to become eligible for the award of certificate. Upon successful completion of the Course, the student shall be awarded Two Credits towards their Academic Curriculum.

The course would be open for all interested participants including Students, Faculty Members, Professionals, and others.
COURSE FEES
The Course Fee would be Rs. 2000/- for all participants. However, the Course Fee for RGNUL Students would be Rs. 750/-
FEEDBACK OF THE COURSE
A feedback form will be circulated amongst the candidates after the end of every session. It shall be Mandatory for every candidate to fill the form in order to get the course certificate. The Feedback Form and other details would be sent to the Registered E-Mail ID of the Participants.
