Consolidated Guidelines for Containment of COVID-19

A. CONTENT OF THE LOCK DOWN MEASURE GUIDELINES 

The Guidelines issued by the Ministry of Home Affairs, Government of India on lockdown measures for containment of COVID-19 includes the following:

(a) Organisation/ premises closed completely during the lockdown;

(b) Standard operating procedures for transit arrangements for foreign nationals stranded in India;

(c) Standard operating procedure for release of quarantined people after the expiry of the quarantine procedure;

(e) Offences and penalties for violation of lockdown.

The date of issuance of these directions is 04.03.2020.

B. OFFICES WITH BARE MINIMUM STAFF

The offices that would remain open with bare minimum staff includes:

(a) Treasury including pay and accounts office, financial advisors and field offices of the CAG

(b) Custom clearance at ports/airports/borders

(c) MCA Registry

(d) RBI, RBI regulated financial markets, entities like NPCI, CCIL, payment system operators,  stand-alone primary dealers with bare minimum staff.

(e) District administration and Treasury (including field offices of the Accountant General with the bare minimum staff).

(f) Resident Commissioners of State in New Delhi for coordinating COVID-19 related activities and internal kitchen operations.

(g) Social welfare department for operations for Homes for children/disables/senior citizens/destitute/women/widow/observation homes/pensions.

C. GUIDELINES FOR FUNERAL

In case of a funeral, a congregation of not more than 20  people are allowed.

D. OFFENCES FOR VIOLATIONS

Any person violating the containment measures would be charged under Section 51 to 60 of the Disaster Management Act, 2005 read with section 188 of the IPC.

E. DESIGNATIONS OF INCIDENT COMMANDERS

These Guidelines will have strict enforcement. The Executive Magistrate has been deployed as “Incident Commanders” in their local jurisdiction responsible for the overall implementation of the measures. They would be responsible for issuing passes for essential movements.

F.  NEW AMENDMENT

5th Addendum to the above-mentioned consolidated guidelines by the Ministry of Home Affairs was issued on 10.04.2020 to include fisheries marine and aquaculture industry.
