Constitution Day Celebration in Courts of India: An Overview of the Important National Law Day, November 26, 2021

The nation will celebrate Constitution Day on 26th November to commemorate the adoption of the Constitution of India by the Constituent Assembly in 1949. It was drafted by a six-member committee headed by Dr. BR Ambedkar. The observation of Constitution Day of India started in 2015, based on the vision of the Prime Minister to give due recognition to the significance of this historic date. The roots of this vision can also be traced back to the “Samvidhan Gaurav Yatra” organised by the then Gujarat Chief Minister Shri Narendra Modi in 2010.

PM Modi, on Constitution Day, will participate in the programmes being organised in Parliament and Vigyan Bhawan on 26th November, 2021.

The programme organized in Parliament will begin at 11 AM and will be held in the Central Hall of Parliament. It will be addressed by the Hon’ble President, Vice President, Prime Minister and Lok Sabha Speaker. After the speech of the Hon’ble President, the nation will join him Live, in reading the Preamble of the Constitution. Hon’ble President will also release the digital version of Constituent Assembly Debates, digital version of calligraphed copy of Constitution of India and updated version of the Constitution of India that will include all amendments till date. He will also inaugurate ‘Online Quiz on Constitutional Democracy’.

Prime Minister will inaugurate the two day Constitution Day celebrations organised by the Supreme Court, at 5:30 PM in Plenary Hall, Vigyan Bhawan, New Delhi. All Judges of the Supreme Court, Chief Justices of all High Courts and senior-most puisne Judges, Solicitor General of India, and other members of the legal fraternity will be present on the occasion. Prime Minister will also address the distinguished gathering.

To aid public participation, the ministry had developed a portal (mpa.nic.in/constitution-day) for “Online Reading of the Preamble to the Constitution” in 23 languages (22 official languages and English). Anyone can visit the portal to get a copy of the preamble in their chosen language and participate in the national celebration.

Padma Shri Jai Prakash Lakhiwal has designed the frame for the Preamble on the portal in a way that reflects elements of each state and UT of India. “People can download certificates after the reading,” Joshi added.

The ministry has also developed another portal—“Online Quiz on Constitutional Democracy” (mpa.nic.in/constitution-day) — to be launched by President Kovind on November 26.

The constitution was signed by members of committee. First to sign was Pandit Jawaharlal Nehru while Rajendra Prasad was last to sign.

Jammu & Kashmir High Court Celebration: The preparation for 26th November to be celebrated as the Constitution Day is on. To commemorate the adoption of the Constitution, the reading of the Preamble to the Constitution shall be organized at 11:00 AM sharp on 26th November, 2021, in both Wings of the High Court of Jammu & Kashmir and Ladakh as well as in District Court complexes of all Districts of UTs of Jammu & Kashmir and Ladakh. The available senior Hon’ble Judge at each Wing of the High Court will lead the reading of Preamble to the Constitution, whereas, the Principal District Judges shall lead the reading of Preamble to the Constitution at their respective · District Headquarters.
