About the Journey of the Judge

Manepalli Narayana Rao Venkatachaliah (born October 25, 1929) served as India’s 25th Chief Justice. From 1993 to 1994, he was the Chief Justice of India. He also served as the Chancellor of Sri Sathya Sai Institute of Higher Learning (Deemed University), a Modern Gurukula where the teacher-student interaction takes place in the backdrop of Integral Education Intellectual, Cultural, Physical, Service, and Devotional are the five dimensions and on the Advisory Board of the Foundation for Restoration of National Values, a non-profit organisation founded in 2008 to restore India’s National and Cultural Values.

He graduated from the University of Mysore with a bachelor’s degree in science and the University of Bangalore with a bachelor’s degree in law. In 1951, he began practising law. On November 6, 1975, he was appointed as a Permanent Judge of the Karnataka High Court. On October 5, 1987, he was appointed to the Supreme Court of India as a Judge. Finally, on February 12, 1993, he was appointed as India’s 25th Chief Justice, and he retired on 24 October 1994.

He has continued to work on anti-corruption and human rights issues after retiring, including helping to build the Initiatives of Change Centre for Governance in 2003.

From 1996 to 1998, he was Chairman of the National Human Rights Commission, and in 2000, he chaired the National Commission to review the Constitution’s Workings.

The parliamentary panel examining the Lokpal Bill has sought the views of former Chief Justices of India MN Venkatachaliah and JS Verma on setting up an anti-corruption ombudsman.

Justice Venkatachaliah was invited for recording their views on the Lokpal before the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice.

Venkatachaliah also headed the National Commission to review the working of the Constitution.

He was awarded Padma Vibhushan in 2004.

Achievements of the Justice Venkatachaliah

In 2004, the President of India awarded the Padma Vibhushan, India’s second-highest civilian honour.

Manipal University Doctor of Laws (LL.D) (honoris causa).

Belagavi’s Rani Channamma University has awarded him an honorary doctorate.

About the Author of the Book

He Started the general practice of law more than a quarter of a century ago. Then joined the chambers of late Shri S.G. Sundaraswamy, renowned Senior Advocate and former Advocate General, Karnataka- was closely associated with and assisted him for many years in several important cases especially in the field of Public Law. Practice in various branches of law- mainly in Civil Law, Constitutional Law and Administrative Law matters. Apart from private clientele, has appeared for and advised various institutions- Banks, Companies, Public Sector Undertakings, Statutory Boards & Corporations & Universities. Government Advocate, High Court of Karnataka, Bangalore- 1999-2006. Handled important and sensitive litigation on behalf of the State of Karnataka in the High Court & the Supreme Court.

He was member- Indian Law Institute, New Delhi, Karnataka (India) Section of the International Commission of Jurists. Participated in several seminars and presented papers and authored articles on different subjects. Assisted Dr Durga Das Basu, the world-renowned commentator on Constitutional Law in the revision of his Commentary on the Constitution- 1993-1997. Has been a Resource Person at the National Judicial Academy, Bhopal for continuing legal education for Judges. Contributor to the Restatement of Indian Law. Senior Research Scholar-Law Commission of Karnataka.

Conclusion

The Man and the Judge depict the life and times of a man who rose from humble beginnings to become a revered judge whose legacy will go on for centuries. The book includes a biographical profile of Justice Venkatachaliah as well as editorial annotations on practically all of his reported Supreme Court and High Court decisions, as well as some of his speeches and writings.
