POINTERS OF THE BILL
A. Background
The Adityanath government uploaded the draft population control bill on its website, inviting suggestions till 19 July. If enacted, the bill’s provisions will come into force one year after its publication in the gazette.

Due to limited resources in Uttar Pradesh, the government is bringing the bill is necessary to control and stabilize the population to promote sustainable development with more equitable distribution.
The Bill provide incentives to public servants for adopting the two-child norm and additional incentives for public servants practising the one-child norm. The benefits are also provided to the general public following the one or two-child norm. The practice also includes voluntary sterilization of either of the spouse. The Bill also talks about multiple births and disability conditions, death of a child, polyandrous and polygamous marriage.
B. Government employees with the two-child norm
The bill also provides for several incentives like two additional increments, subsidy in real estate purchase, soft loan, rebate on utility bills, maternity/paternity leave with full salary allowances, health and insurance benefits, increase in employers contribution to the National Fund.
C. The State Population Fund
Other important provisions of the bill include setting up a state population fund and introducing population control as a compulsory subject in all secondary schools.
D. Disincentives for Not following Two-Child Norm
(i) Limit of ration card Units up to Four,
(ii) Debarring from the benefit of Government-sponsored welfare schemes.
(iii) Bar on contesting election to Local Body etc.
(iv) Bar on applying to government jobs
(v) Bar on Promotion in government services
(vi) Bar on receiving any kind of government subsidy
E. Important duties of the government
(a) To establish maternity centres at all the primary health centres;
(b) To distribute contraceptive pills, condoms, etc through Healthcare Centres and Non-Governmental Organizations;
(c) encourage the use of contraceptive pills, condoms, etc through Healthcare Centres and Non-Governmental Organizations;
(d) ensure mandatory registration of pregnancy, deliveries, birth and death across states;
